I have the following items:

CPU: Intel i5-6400, 2.7 gHz
Mainboard: MSI Z270 SLI Plus (MS-7A59)
RAM: Patriot Viper DDR4 8GB (2x4GB) 3400MHz
Monitor: ASUS VS239H-P 23" IPS LED
Video: ASUS ROG Strix Radeon RX 470, 4GB, GDDR5

Which one should I upgrade first and why?

It's a pretty balanced system, instead of asking us which part to upgrade and why you should be letting us know why you think you need to upgrade.

Is the system struggling in gaming?
FPS low?

What do you do with this system? What power supply do you have?

CPU could pair with a stronger GPU, but depending on your workload, a CPU or even a monitor upgrade might be more beneficial to you.

I have a EVGA SuperNOVA 550 G2, 80+ GOLD 550W power supply. My computer is somewhat slow. I have to wait for web pages to load. Everything seems to take several seconds to happen. I play No Man's Sky and it seems less than responsive.

Apparently, there's no reason to upgrade anything.

Well to speed up your system and help with No Man's Sky I'd get a decent 500 gb SSD and put both the OS & game onto it. The Crucial MX500 500gb SSD is a good choice around $70.

Are you maxing out your ram? Monitor the task manager.

It's sounds like it may be software related. Maybe a fresh install of Windows 10.
