Notes:
I am willing to spend under $150 (please suggest other options)
Planning to use my own speakers
I do play fps and rts games alot
I love watching movies

Should I worry about response time? or will it be unnoticeable from 1 to 5ms?

it will not noticeable between 2ms to 5ms. i dont really know the 1ms one.
IPS panel will give you noticeable quality between those monitor

There is no standard on how to measure monitor response time or even what to measure.
But, consider that 5ms refresh rate cycle represents 200fps, I doubt that your graphics card can manage that.
I would not worry much about that unless you are a professional gamer.
