Solution
It may depend on the CPU you have. And your settings. And the rez you play at. And the number of players. But with a modern fast processor, the RX 5500 xt should get you ~130 fps @ 1080p Ultra, the GTX 1650S ~ 200+ fps. playing Valorant.

Apex Legends ~60 fps Ultra 1080p with the RX 5500 Xt, ~70+ fps with the GTX 1650S @ 1080p Ultra.

In those two games, the GTX 1650S (4GB) looks to be the stronger card. Check out some videos of those games with each card. See what you think.

I have had both the RX 5500 XT 8GB and the GTX 1650S 6GB. Still have the 5500. I can't speak to streaming, but I liked the 5500 xt best for playing games at Ultra/Highest quality. Probably due to the extra 2GB Vram. But a lot depends on the games you like and how you like to play them. It seems there are more games optimized for the Nvidia card. Basically they are pretty close performance-wise, although Tom's hierarchy chart has the 5500 xt a couple spots above the 1650S.
