Which one is better for a budget gaming build

Hello, currently I am building a budget gaming PC, I copied Austin Evans 500$ build(came out to 730$ but whatever). The graphics card he used skyrocketed the price. I will be using all his parts but want to know if this change is valid.

However I want to know if the EVGA GTX 1060 3gb for 280$ is better then the MSI GAMING GTX 950 2gb for 180$ (its on sale originally 254$)

This is all in CAD.

Which one should I get?

Games wise I would like to be able to run Witcher 3 in (medium) 1080p 40-50fps as an idea.
 
Solution
The 1060 is A LOT faster than the 950, but whether it's worth the extra money comes down to what kind of games you play normally. Both cards will meet your Witcher 3 goal, the 1060 will far exceed it. There's really no point in getting a 950 when the 1050 ti is faster and the same price or cheaper though. If you can find an RX 470 for a decent price then that's probably a good sweet spot for you.

Get RX 460. Newer and faster than the old GTX 950, but slower than the new GTX 1060. But at least it fits in your budget.

RX 460: 2150 GFLOPS FP16 performance.
$120
GTX 950: 1573 GFLOPS FP16 performance.
$180
GTX 1060: 5834 GFLOPS FP16 performance.
$280

Maybe later when you need an upgrade then get the GTX 1060 (dont XF its not worth). All GPUs above a teraflop are overkill for 1080p 60 fps on medium settings anyway.
Its only when you want like, ultra settings with maximum graphics etc or 1440p/4K or 120fps then you need better GPU.

EDIT: The GTX 1050 Ti or RX 470 is faster, true. But to reduce the cost to the sub $500 range is to get an RX 460 which is plenty enough for medium 1080p 60fps. And then also giving better performance and can also cut down on your PSU since RX 460 uses under 100W.
