The two builds are essentially identical in terms of gaming performance, but the second list has a slightly better value for the parts.

Either build could play any game at max settings 1080p@60FPS, probably even 1440p@60FPS

It can play most games at 1080p@144FPS

Solution
Second one. Gigabyte is known for there quality motherboards i also trust AsRock.

Asus and Gigabyte have the best reputation for using quality parts. Asrock has been known to have a thin PCB and use cheap Mosfets. MSi boards are pretty good, but the VRM design had been problematic in some cases. I personally go with Asus for their awesome software Suite and uber-high quality parts (5k capacitors, Digi+VRM, etc)
