Both are soDIMM, so yea its laptop ram.
What laptop is this?
Assuming both kits are compatable, the bottom one is faster since it has a slightly tighter CAS latency of 14 rather than 16 of the top.

yeah its a notebook ram, was thinking about upgrading ram to 16gb for Asus vivobook it has pre-installed hynix 2400, 8gb ddr4 cl7 ram, now i have to buy two extra sticks, cause of compatibility issues,

that's why I asked which one should I buy cause they have major price Difference

Since both are simmilar, buy the cheaper one. You realistically wont notice any difference.
