•Windows 10 runs games better at 1080p.
•Windows 11 runs games better at 4K.

Let's stop for a moment and think about the practicality this data shows. The worst difference is 106 FPS vs 112 FPS. Are you actually going to notice that? Is that actually going to affect how you play the game? But even then the average looks like 1-2%. Are you really going to notice that?

No, I don't think anyone will be able to notice such small differences.
Still, I'd recommend Windows 11 for anyone gaming at higher resolutions.
