if it is for gaming, get the 4670K and it will save you heaps and will perform exactly the same in games. Then buy the best graphics card you can fit in a budget 😀 gtx 770 might be a good choice

I have heard people say that the 4th generation series is not good and that it is better to wait for the 5th generation.. is that true? And could you recommend a good motherboard?

Intel's 5th generation won't be out for a while. In the meantime, the best processor for gaming that is pretty affordable would be the 4670K, and only the K model if you might overclock.
Recently, each generation from Intel has had smaller performance increases. However other features have been improved, most of which aren't really that important for a gaming pc. So with that said, a 3570K would also be fine, and would save you some cash to upgrade to Broadwell (5th Gen) next year some time, or to spend on other things.

If you choose a 4th gen CPU, like the 4670K this might be a nice motherboard:

but any Z87 Chipset platform would be fine, it's just up to features and looks that compromise the deciding factors.
