Which PSU & CPU cooler should i buy ?

Hey guys I'm kinda really confused for buying new PSU and CPU cooler

I'm buying GTX 970 in few days so for that i want 550W PSU but i'm on budget which is 4500/- Rupees Max. or 70 US$

I've searched little bit for it thou and found
•Antec vp550p &
•Corsair VS550 for it which are in my budget
and i would really appreciate if anyone of you can gimme me some good suggestions about any other PSU within that price range.
Can you guys tell me which one is best among those those two PSU's ?

I'm also looking for Tower CPU coolers and guys can anyone of you tell me which CPU cooler should i choose which can be fit inside Corsair Spec OPS-03 Cabinet (Max CPU cooler height 157 mm)

The Antec VP550P is significantly higher quality than the Corsair VS550. Delta-built, solid performer but the fan can get noisy.

Edit: As for CPU cooler, this review indicates a Noctua NH-U12S would fit, though it's slightly above the official maximum height.

Buddy can i fit Cooler Master Hyper Evo 212 in Corsair Spec-03 there is only minor difference of 0.2cm ?
and should i go with Antec 550W then also it's dual-rail 45A PSU so should i go with it or not ?

and one more thing only should i bother if there is only few mm difference between the case side panel ( Corsair Spec-03 )and those headers of pipes of that cooler ( CM Hyper Evo 212 )

Bcoz i haven't used any other than stock one so does those pipes will gonna emit heat and that heat can damage side panel of the cabinet but looking at images it looks like there is only .5-1cm difference in b/w them ?

The heat pipes shouldn't get hot enough to affect the acrylic window.
