Do you mean 280 W? As long as it's a standard ATX power supply it will work with any regular motherboard. Your CPU and GPU are what determine what capacity of power supply you need.
Adding to this, if your using a CPU with a iGPU such as the 200GE then it would probably be fine but adding in any dedicated GPU is probably going to be too much for the PSU to handle and could damage components.

For us to give you a definitive answer we need you to list the specs of the system as well as the exact PSU your asking about.
 
The 4 pin CPU power connector from your power supply should fit in one half of the 8 pin connector on the motherboard. The motherboard may not boot up without the full pin connector, but I'd say there's a good chance it would work.

Edit: Sorry, may have misunderstood, you said you tried it but it didn't work? Then the motherboard may enforce using the full 8 pins.
 
Sir my motherboard have 8 pins and my PSU have 4 pin so then my CPU fan is not starterd and not display on my screen

Some boards actually work with only 4 of the 4+4 from the PSU inserted, depending on the CPU. What are the rest of the system components?

Edit: Sorry @TJ Hooker didn't see your post must have posted while I was typing.

@Vishnu@420 The system might require using all 8 pins (4+4) that TJ Hooker said but the CPU fan might not work because it's cable is not properly inserted in the fan header. I'd double check that. However, if you've already done that and the system did not POST/boot you'll need a PSU with 8-pin CPU power connector.

I have ryzen 5 2400g and ssd 240 GB and,HDD 1tb and Asus gtx 1050ti dual fan
This is the "cheapest" I'd recommend, there's a couple of Corsair VS PSU's which are closer to your budget and while I wouldn't recommend using them for a gaming system there still better then a Circle PSU.
