Some boards actually work with only 4 of the 4+4 from the PSU inserted, depending on the CPU. What are the rest of the system components?
The 4 pin CPU power connector from your power supply should fit in one half of the 8 pin connector on the motherboard. The motherboard may not boot up without the full pin connector, but I'd say there's a good chance it would work.

This is the "cheapest" I'd recommend, there's a couple of Corsair VS PSU's which are closer to your budget and while I wouldn't recommend using them for a gaming system there still better then a Circle PSU.I have ryzen 5 2400g and ssd 240 GB and,HDD 1tb and Asus gtx 1050ti dual fan
