Which PSU to choose (better if under 70usd) with this build?:
MSI B450 Tomahawk MAX
AMD Ryzen 7 2700x
GeForce GTX 1650 Super
4x8GB Crucial Ballistix Sport 3000MHz
Samsung 970 EVO Plus 250GB M2
(And maybe I'll add a 7200rpm HDD)
4x120mm case fans

I have some options in my citys stores, but I don't know if these psus are good enough (if you can, attach links from amazon):
Chieftec GPS-650A8
Thermaltake PS-SPR-0650NHSABE-1
Aerocool Cylon 700 700W 80 +
XILENCE XP600R6

Solution
None of them. Dont buy from retail stores if you can, they usually carry the lowquality units yet charge premium prices.

the go to budget PSU for me is the Corsair CX450 or CX450M. If you plan on upgrading your GPU down the line get the 550 or 650 watts version of it.

Use https://pcpartpicker.com/products/power-supply/ to find the best prices. If for whatever reason you cant find that PSU then consult https://linustechtips.com/main/topic/1116640-psu-tier-list-40/ or https://www.gamingscan.com/psu-hierarchy/ . I would stay in or above Tier B and 3 respectively.

It's not a true Seasonic product. Production of the S12III was outsourced to Shenzhen Rui Shengyuan Technology.
you know this would then technically also count for s12ii and m12ii? those have been outsourced partly to them for years

but indeed, unlike those two the s12iii is actually an RSY design, and not just an RSY production
