I can't decide which build I want to choose for my best overall experience. This is my first time building a PC and I'm planning to OC it.
My Goal of the PC build: Causal Gaming (LoL, Overwatch), Good Gaming experience isnt priority but best bank for buck. 4k video rendering and rendering (16GB I've heard its enough?) - Video editing its my priority. And to be able to stream (twitch) and record (obs).

I was told the Ryzen 1700 comes with a cpu cooler, but some say if I plan to OC I would need to buy another one? I was also thinking of maybe getting a Zotac - GeForce GTX 1080 Ti 11GB by downgrading 1 or 2 items?
Would like feedback on my build and if I should change/switch any parts around and why.
Budget : Probably $1500 - $1700 range, getting the best performance with solid parts.
