which should i upgrade?

when i play gta 4 it runs at about 27-40 fps, and it drops rapidly when im in a gun fight, this being a medium settings. i just wanted to know which should i upgrade for better performance, my geforce gtx 560, or my amd anthlon x4 640. also which ever one i am going to upgrade will either be gtx 560 to gtx 660, or anthlon x4 640 to AMD fx-6300

1st thing first, gtaIV is very poorly optimized for pc. If you do want to upgrade, get a better cpu because the x4 640 will bottleneck the 660 and the performance gain will be very small. you can always upgrade the gpu after you have a decent cpu. Does your motherboard support AM3+? because if it doesn't, you'll have to upgrade your motherboard as well to upgrade to a fx 6300.

yes, you're good to upgrade. get a 6300 (or 8320) and upgrade the gpu later on. good thing you didn't save much expensive on the motherboard because it opens a lot of paths to upgrade for you
