Which temp is correct?

The upper one's category is in the motherboard, and the lower one appears to be from the CPU itself.

Which one is right? Using HWMonitor.

The temp in the room as about 70-75 degrees F, so about 20C in that range. The air that is being pushed out of the case feels cooler then the air in the room.

16 degrees seems way too low for a CPU. If the system is in idle, i would be inclined to believe the CPU reading at the top.

For an idle machine the CPU temp looks about right but the package temp is obviously not right.

You might try out AMD's Overdrive to see if its more accurate:

I'd also like to say I only had firefox and HWMonitor open at the time of taking the photo, and am using a Cooler Master Hyper 212 Evo

Under full load (roughly 20 minutes of being on full load), the picture looks like this.

I'd just like to ask one final time which one is the correct?

That looks much better. They are both correct. The CPU temp is your socket temp. The package temp is the core temp. There are multiple sensors hence more than one reading.
