Question Which used PC should I buy?

Hi, about a week ago I posted a deal I found on a used PC. Now I found another one and I need some advice as to which one should I choose. Bear in mind these are both used PC's.

PC #1:
Mobo: Intel B560
CPU: Intel Core i5-11400F
GPU: NVIDIA GeForce RTX 3060 12GB
SSD: 512 GB M.2 PCIe
RAM: 2x8GB DDR4 3200MHz
PSU: 80 PLUS Gold 500W (model is not specified)
+ a logitech keyboard
Price: $670 (could probably negotiate $600)

PC#2:
Mobo: ASUS PRIME H510M-K
CPU: Intel Core i5-10400F
GPU: AMD Radeon RX 6600
HDD: 1TB
SSD: 512 GB
RAM: 2x8GB DDR4 2400MHz
PSU: Corsair CX600M 80+ Bronze
Price: $535

first one has a better motherboard (better chipset) , slightly faster cpu ,
slightly faster GPU with more VRAM
and also faster ddr4 memory sticks .
try to get the information on the power supply if you can .

He doesn't know the model of the PSU. It's something noname most likely. The PSU is the reason I was unsure if the difference was worth it.

first system is slightly faster overall (but not by a lot) , it also has faster memory .
if you could negotiate the price as low as 600 bucks and there are no better options available
than buy it and replace the power supply .
corsair CX600M is not a great unit either .
