Would you recommend a haswell for mid to casual level gaming? Is it worth the wait if i'm coupling haswell with discrete gfx? Or the IGP is okay? Is IB a better option? Personally, the game that i play will just be PES2013 and some other pc games.

The major upgrade for haswell is a stronger integrated graphics processor and uses a lot less power. I would say get an ivy bridge i5 instead of waiting for haswell if you're using a discrete gfx card.
 
How about if i remove the discrete gfx and just game with the IGP? Will it still be okay is i use an IB or i must use haswell. Note that in my country the i3-2xx5 or the i3-3xx5 is not available.
 
Intel HD4000 is good enough for PES 2013, but I would wait for haswell CPUs if you're planning on using integrated graphics only. Don't get an i3 if you're using integrated graphics only, get at least an i5
 
I'd love to have an AMD, but i want an Intel, no matter what. i3s are pretty demanding actually. My second option would be a discrete gfx. But lets focus on IGP. My choice would be IB or Haswell. If you think a cheap mobo and 4GB RAM with Intel IGP will do PES2013 or even PES2014, i'd love to hear so.
