while gaming objects in game flashes white then turn to normal

while playing far cry 4 some objects like tree or tree's branch flashes white for a milliseconds then it turns to normal and on screen some small white lines occur for a milliseconds and dissappear. While in house sunlight appears even i am in a packed room. why this is happening..?

while playing watchdogs when gpu usage gets 99 % games become veey laggy i get 10-20 fps at that time and as gpu usage decrease even by 1% i get 35-45 fps,. whats the matter? is my gpu defective because i bought it 20-25 days ago. i monitor my idle and load temperature it was 31°C and 71°C respectively.

List your whole system and resolution you are gaming at.

Do you have the latest gpu drivers and have you tried uninstalling and reinstalling the driver?

i dont try to reinstall the driver

Start with reinstalling the gpu driver. Uninstall the current one, reboot and install the latest from nvidia
