White cursor error

My dell laptop windows 7 computer product key 7P48C-MTP3R-DMWM6-G7BJ6-CBCYH is having problems. It goes past the dell logo but then stops at the blank page with the white cursor before restarting again repeatedly. Any help? Should I create a recovery disk?

It sound like it cant find a boot device.
Is it a fresh install or an old one that cant boot?
Do you have any usbs connected or any boot dvds in the dvd drive?
If so remove and try again.
also check bios for primary boot device.

also most importantly check if your hdd is getting detected in bios and also i would suggest you to run a hardware diagnostic on the computer just to ensure if your hardware is in a good condition.
steps to run hardware diagnosis:
1.power on the computer
2. tap f12
3. choose the option "diagnostics"
if not the above steps , when your laptop is turned off completely, press the key combination fn+power button and this should directly initiate the diagnostics
