White Gunk in GPU

My gpu was getting dusty so I opened my case to clean it and in the graphics card, I saw a white gunk like substance in it. My gpu is the gtx 1060 oc edition by gigabyte. Does anyone have any clue what it is? Is that suppose to be in there? If not, how should I clean it out? Any and all help is appreciated. Thanks.

Lol, yeah that's the thermal pad. You should leave it alone. Other thermal pads are grey/black. I guess Gigabyte uses white. They will leak thermal oil as well. Will make your GPU look wet. But it's perfectly normal.
