Question White Light VGA Error On Motherboard

I am currently running a Sapphire Pulse Radeon RX 580 GPU, an Ryzen 5 3400 CPU, and an MSI B450M Pro-VDH Max motherboard. My motherboard just gave me a white VGA light on my motherboard. I tried resetting my windows and cleaned the pins which didn't work. I'm looking for any advice to help me fix this, thank you!
 
Windows will not boot with my graphic card powered, I just want to see if there is a solution to help fix this. (It will not blue screen when GPU is not plugged in, it runs normally.)
 
That's the MSI debug light indicating a issue with your GPU. Try to reseat it and plug in the PCIe cable in again. If the light stays on, try another GPU to see if it stops. Personally it looks like a issue with your GPU. If you do not have another GPU you could try a local PC shop near you and run your tower to them and ask nicely if they could throw in a GPU to test it real fast for you. Or try your GPU in another system to see if it works.
