White lines flashing on screen

This started happening when I got my gigabyte g1 1070. The first day I installed it there were no problems. The next day I turn on my computer and start seeing white lines randomly flashing on my screen. I can reliably get the lines to show up by moving a chrome tab between my two monitors quickly. After trying a reinstall of drivers and reseating the card I still had the problem so I sent the card back. Now I have another g1 1070 and the same thing is happening. When using my gigabyte g1 970 I do not have this problem. First day no problems second day white lines are back. My specs are 4690k cpu , Gigabyte z97 gaming 5 motherboard, EVGA 750w b2 psu and 16gb hyperx savage ram.
 


Gigabyte g1 970. I used DDU and removed my old drivers and installed new drivers when I put in the 1070.
 
Do you still have the 970? I would put that in and see if you can replicate the problem if so you may have either some weird problem in the OS or a hardware problem, I would guess the motherboard since your replacement 1070 did the same thing. If not It could just be a bug in the driver for the 1070 that the next driver update may fix. How intrusive is it does it do it all the time? How about when the gpu is under load gaming or something?
 


It does not happen with the 970. The flashing seems a little random, sometimes it won't happen for 10 minutes other times it will flash multiple times in a minute. It definitely seems to do it more when the gpu is under load. My friend also has the same 1070 and has experienced the flashing line but much less than what I have had.
