When paired with a GPU, the 8400 is marginally 'better' as a gaming chip, but it's negligible.

Although both systems are great at 1080p, the most important thing you left out that helps determine that is the GPU. What GPU are using. The i5 8400 has an iGPU, and the Ryzen doesn't.

Totally agree, at that res and up to 1080, the 8400 will give best FPS, regardless of dedicated GPU. So for getting close to 144hz (which would still only be in a handful of games) it totally depends on the GPU being used. Factor in gaming and streaming, then i'd lean towards the Ryzen with more CPU grunt.
