I was just wondering, if nobody owns the internet, why is it that if we have a good idea for a website name we have to go to places like godaddy and pay for then register a website domain ? who is godaddy ? why do they have some sort of rights to sell domain names. why cant we just setup our own servers and have a domain name that we made for ourselves and dont have to pay some company ?

Partially it is to be sure that the names are unique. If everyone could just make up anything they want you would get duplicates.

Much more important is how would I be able to find the IP address you are using if you did not register the name and have it mapped to a IP.

Very technically you CAN just make up any name you want and force it to work. All you have to do is be sure that whoever is going to use the site has HOST file entries on their machines that have your unregistered domain pointing to a ip address. Now it might not be that easy if you go too far from some standard form of name, the browsers might complain.
