Who provides the cache?

I am using Meghbela/PMPL as my ISP, they generally use btcache for chaching data. For few days I am not getting that peer in my torrents, I tried many ways to add it in my peer list but nothings working.
But one of my friend who uses the same ISP, lives a few kilometers away, is getting btcache in the peer list. The only thing that is different between us in the cable operator.
I also tried downloading the same torrent at the same time, he got 6MBps where I was at 30KBps.

So, does the cable operator responsible for this? Are they involved in these software stuff?

I tried using the same port as his. And also I have no limit for upload speed in Bittorrent.

 


Don't his port. Use a very obscure port, make one up in the 30000-40000 range. ISP's generally block ports.

I am randomly trying using different ports, nothing is working, the btcache peer is not coming.
Running a speed test will not work, the ISP I am using is a bit weird. Our speed is limited to a certain limit for normal downloads and uploads (mine is 300kbps and my freinds 250kbps). But for torrents it has got no limits, because the data comes directly from their server (frequently used data are cached in their server). Data coming from their server is not limited somehow.
Running a speedtest will give close to 300kbps for me and for him it will be around 250kbps, because the test downloads are done from different a adjacent country.
