Question Why am I getting Low FPS with a RX 6700XT

Hello, so I just recently got an RX 6700XT and I attempted to play some games at max settings however the FPS were just so lackluster that I am confused why I am getting such low FPS. In rainbow six siege I was dropping to 75 FPS and barely holing 135ish fps stables with constant drops under 100 fps. For Apex legends the fps counter was stuck at 60 fps and I didn't tick any higher than that and make matters worse for league of legends I was getting 100-200 fps. I don't know what is going on but my hardware is seriously underperforming when I look at reviews online this card could be able to achieve much higher fps than what I am getting.
Any ideas how what I can do in order to improve my FPS. I have already installed the AMD drivers and MSI afterburner. Ill drop my sceps below

CPU: Ryzen 7 1800X
GPU: RX 6700 XT AMD reference card
MB: MSI X470 Gaming Plus
Memory; G. Skull DDR4 3200, 16GB
500 Western Black NVME 2.0 for main operating system location
120 Adata SSD
2TB Hard drive
PSU: 650 W EVGA
Monitor: Gigabyte 27" IPS M27Q , 1440p 170 hz

What was your previous GPU?
Did you remove graphics drivers with DDU before installing the new GPU?
What exact model 650w EVGA? They have a lot of that.
 
I do have the latest GPU driver from AMD, I used Radeon Software and it detects my gpu just fine. Also ty white.a.drew for the links and for the chipset driver I got it directly from the AMD website
 
Thank God that scared me.... I was sitting here going ah duh ahh please no third party site...as for gpu not detected... do me a favor open the side of you desktop look at the pcie port look for the clip at the back of the port and make sure the gpu is fully seated and secured into this clip... from there follow the pcie port to the back of the case and make sure the card is evenly seated across the port

Run UBM again but this time reboot and let the pc sit for 5 mins.

BTW.....looks like your way behind on the bios.
 
Sorry for the delay, and yes I have secured the gpu firmly in the main pcie slot on the MB I also checked the power connection and systems detects it.

I think you need to go into your bios and enable xmp.

After you do that reboot and let it sit for 5 mins.
Run UBM and post a link.
This has nothing to do with the problem the gpu is not found at all
After running the userbench after all the BIOS update along with other driver installations I get this

Please let me know what psu you.. if it is a modular psu I would suggest... before going to far into troubleshooting and going way off the deep end to try to fix this start with the small.... unplugged the pcie power cord from the psu with the system powered off and try a new pcie power port on the psu if this fixes the problem you need to rma the psu

Well, I have a 650 W EVGA Bronze, it is simi modular it is the BQ model. So after doing all of the changes and drivers installations I did see improvement in my Frames so all games. For R6 was hitting constant over 100 at max settings and same thing with Apex legends. I also did some digging and Im also getting similar frames with other people with the same combo. It does seem like my FPS are being effected by my old CPU.

Your psu is failing I almost promise it.... I have had three of the semi modular bq psus from evga they are in the e dump now.... faulty after a month, same issue you have where the gpu isn't being detected because the provided pcie wires on the psu not the modular ones died, and straight doa after a rma.... so try the modular psu power cord to the gpu.... the system is probably only half detecting the card basically using all that it can from he 75w the pcie slot provides just to identify the card in radeon....

What PSU would you recommend me to purchase then ? I still have the recipe from Micocenter and it still is within 15 days so I can definitely return it and purchase a better one.
 
Also please give me a list of PSU you recommended, I believe according to PC part picker in order for my system to be in the save zone I need a 650-700W PSU. I really don't mind if it is modular or not or the types of cables because I have cable extensions.
