Question Why am I getting worse FPS on a newer GPU

Hello everyone, recently I made some upgrades to my PC, and with those upgrades came complications, and I am not sure what I can do to fix them. Before I would run CS:GO with a smooth 500-600 fps on an OC'd GTX 1060 6GB, and then I upgraded to an RTX 2080 8gb, and now I barely graze 220 fps, and I don't know what to do. I have tried about every guide online, and tried to reinstall the graphics drivers, and still nothing.

Did you only change the gpu? What exact psu do you have?

Also trying using DDU to remove all traces of old gpu drivers and then install the latest NVidia drivers.
