I've had this issue for a while now where I seem to have a phantom USB device W10 doesn't like. As it keeps telling me, there is something wrong with it, now I can hear it connecting and disconnecting periodically and it causes glitches with my cursor in particular. It is becoming infuriating.
I have tried disconnecting USB devices, but not the mouse or keyboard...hmm? Can anybody help?

I am about to try another mouse 😉

Solution
Look in Reliability History.

Objective is to identify any error codes, warnings, or even informational events that correspond with phantom connects and disconnects.

Event Viewer can be used in much the same manner. Event Viewer is more cumbersome to work with.

Make and model mouse/keyboard? Wireless? New batteries perhaps?

Have you tried manually reinstalling the drivers for USB devices?

Do try another known working mouse and/or keyboard as a matter of elimination.
