We just installed Frontiers 500/500 Internet and yet the highest speeds we can obtain on any speedtest is less than 150.

Frontier is stating that this discrepancy is a result of my hardware or software rather than any problem on their end. I had disabled my virus program and turned off the firewall, yet nothing changes. Even if I use a different browser I still cannot hit a higher speed. When I check the status sometimes it shows me being connected at 100 Mbps and other times at 400 Mbps. I am getting the 500/500 at the modem/router, and at times connecting at 400 Mbps but there seems to be some kind of bottle neck in the computer that I cannot isolate, preventing me from achieving these speeds within the browser.

My first thought is to ask about that "Connecting via Cat 6 cabling."

Where did that cabling come from?

There is quite a bit of fake and/or sub-standard cabling being sold.

Take a close look at what is printed along the length of the cable and post accordingly.
