Other than the fact that XP is still a good OS and is a lot less demanding on the PC I don't understand it. Especially because these days any used 200 bucks PC is capable of running Windows 7 32bit without a problem.
So if it's not a financial matter, why not move on to Windows 7 at least?

A lot of the people you'll see still using XP are either large businesses, or older folk who don't see a reason to upgrade their machines. For the latter group, they don't really have any technical reason to avoid the change, but it's more comfortable for them.

Businesses, however, sometimes rely on their software working perfectly. When an operating system changes, some programs may no longer be compatible, and either not work or work incorrectly. A business sometimes cannot afford to re-license all their machines with a new OS at $100 each and then try to first find a compatible version of the software they need and then actually get the license for it, which can be very expensive. These businesses are still probably the largest...

Let me reverse your question. Why not continue using it? A lot of hardware out there would struggle with the newer versions of windows. A $100 upgrade for little gain is a lot of money for some people. Upgrading the hardware adds another couple hundred dollars to the equation. XP was the best windows ever. Period. I don't blame people for sticking with it.
