That sounds like the answer right there, you're not authorized to download that content. Could be the site doesn't want you trying to download it or could be an admin policy on the computer/network that is telling you you're not allowed to download stuff. Without knowing what you're downloading, from where, to where or anything about your computer/internet, that's about the best guess one can make.
