Gtx 1080
i5 8600 (non-k)
4x2 8GB RAM 2666Mhz

Why can't I reach higher fps in Dota 2 even though the usage percentage of both my CPU and GPU are not that high?

I play at 1440p resolution.Even at 1080p there is no difference. Even when I change it to 1080p, the results are the same. I only have this problem with Dota 2 and not other games. The fps drops to 60 or even lower. The average is around 90-100 fps. I don't think I should be getting this kind of performance for these specs. Is it because of the CPU? From the tests I see it should be getting at least 150 fps consistently

Your scores are about the average for the game while running a non-Ti 1080. There may be game engine specific optimizations you can look into that might remove something like a frame cap built into the game...i don't play it so maybe someone more familiar with Dota2 will chime in.

Also bear in mind you'll never be exactly the same as online reviews you see or read due to differences in ram type and speed, hard drive or ssd used, motherboard chipset, gpu driver versions and so on...it's simply impractical to "match" someones results exactly. You also would need to match their settings exactly in the nVidia control panel...simple adjustments to anti-aliasing level and shadow details can have a dramatic effect on fps.
