Why Do GTA 5 Benchmarks Have Such Low Minimum Framerates?

I've been looking at different graphics card comparisons, mostly the newest ones (GTX 9 and 10 Series and RX 480), and I've been noticing that GTA 5 has severely low minimum framerates across all of the reviews, sometimes even to the single digits. Can anyone tell me why, as well as how much of the game might comprise of the lows (if its just a quick millisecond when coming out of building that's totally fine)? I'm looking to build a computer which will probably be used a goodly amount for GTA 5.

"If we only look at the minimum frame rate, it might appear that GTAV stutters a lot for this specific test case—the average FPS is a rather high 83, but minimum FPS is only 8.6! But looking closer, that minimum frame rate is quite rare, likely occurring only when a bunch of data has to be loaded into memory. Looking at the frame rates above 30fps, only 0.2 percent of frames were below that threshold, while 6.1 percent were below 60fps. And finally, the 97 percentile tells us that 97 percent of frames rendered at 58.8fps or faster."

It could simply be poor optimization at one...
Because GTA5 is HIGHLY scalable, and has some settings that will be crippling systems for years to come.
On the plus side, you can normally turn down 2-3 settings for a massive improvement with very little visual loss.

Also, better benches list ~99-95% figures. Basically ignores the 1-5% of outliers. This gives a much better idea of actual performance.

It could simply be poor optimization at one point in the benchmark. for gaming you will almost certainly never notice.
 
Solution
My experience is that the very low lows you see in the charts are extremely transient (new benches try to encapsulate this by defining the 1%, and 0.1% rates). It's just a very demanding game.

Build a good rig overall though and it will be crazy fun (occasional frame-rate dips not withstanding).
