Why do i get low fps?

I just bought a new pc (used) and my fps has been 15-30 on games like csgo, overwatch etc. Why can this be?

Specs:
Cooler Master B500 V2
Intel Core i5-6500 Skylake
ASUS B150M-PLUS, Socket-1151
Crucial DDR4 2133MHz 16GB
ASUS GeForce GTX 1060 6GB Dual OC BLACK
Seagate Desktop 1TB 3.5" SSHD

Install 'Geforce Experience' from NVidia. It will verify your drivers are up to date and it will configure csgo/overwatch to the best settings for your card.

Used PC - check it very carefully for installs that you do not want. Even better - do a clean Windows install for yourself.

I have now tried both of these with no result

Did geforce give any error message? Did it find and install drivers?
The CPU has a GPU built in that get's accessed from the motherboard,so make sure your monitor connects to the nvidia card and not the motherboard.
