My friends laptop MSI GE62 runs games smoothly without any screen tearing. His frames are uncapped yet with my rig, FX 8300 with a 1060, can't seem to achieve that.

FX 8300 is a mid-range CPU. Your system is a Mid-range rig. That CPU is definitely holding back the performance especially in CPU demanding titles like City Skyline and GTA 5. Others like Tomb Raider are GPU bound and should stress the GPU more (This only refers to your PC's performance). In case of tearing try to sync your Frame Rates with your monitor's refresh rate

If you see screen tearing:
Solution available on all PC/laptop: activate VSync and/or tripple buffering
Note: VSync could cause stutters.

Other solutions:
- get a faster monitor e.g. 144Hz monitor.
- get matching GPU and monitor in order to use GSync or FreeSync.

Both his laptop and my monitor have a 60hz panel

Both displays run at 60hz, yet his is smother and without tearing.
