Why do I have 60+ frames but my games don't run smooth

I have this issue where I have good FPS but some of my games don't run smooth at all. And what I mean but not running smooth is that the game has these LITTLE TINY TINY stutters that you notice in the corner of your eye that are really annoying. And the thing I can't understand is that I have a pretty darn good gaming PC that probably should be able to run most of my games smooth, but even when I put the settings to low it still has this weird stutter like thing. And most of the stutter only happens when I turn my character with the mouse to the right or left or if I rotate my character in first or third person around somethings like a bush or a table or if I am by a big city. I don't know if it could be one of my computer parts or...??? The games that I have played most recently that I have noticed this issue in are Farcry 4 and GTA 5. There are some games that I don't have any issues with, and there are gaming that I do have issues with but I can resolve those issues by turning certain settings down but then then there other games(Farcry 4/GTA 5) that it doesn't matter what the setting are at they just have this stutter going on. And like I said up top, I get good fps, sometimes 70 to 80 frames, and I do believe I am getting these frames but this stutter like thing is just making the games not smooth.

Hopeful someone can help, maybe it is normal maybe its not IDK because I have played smooth 60 frame games and I can tell you that these are not smooth.

CPU: 4670K i5 3.4 ghz
CPU cooler: Noctua NH14(keeps my CPU 35C to 45C during most games including the ones above)
GPU: Evga gtx 970 SSC(fans keep it around 60C to 70C during games)
RAM: 16GB hyperX fury 1866
Power supply: 850W evga supernova
Storage: WD 1TB drive and 120gb Samsung SSD

PS: I have all the latest drivers and there are no viruses on this computer that I know of and that AVG couldn't detect. And I also recently wiped my computer with a fresh win 8.1 so there is not a lot on it that could harm anything. And my CPU is unparked.

Is vsync or adaptive vsync enabled? If you are running over 60 fps on a 60hz refresh rate you could be seeing some screen tearing.

No they are not on in game and they are on all the default setting in my Nvidia control panal

Try enabling adaptive sync and see if that helps.
