It shows Disk 4
Unknown 1863.02 GB
Not Initiated
(Unallocated).

"A device which does not exist was specified"

The same HDD has a partition that is working for the same space but there is a ghost partition. I tried to partition the drive and realized windows was running from a different drive so I restarted my PC and maybe i did it too soon. When i switched and tried to partition it wouldn't let me but it showed another drive for the same space that let me partition now I have 2 partitions showing 1 unable to remove or do anything with and the other works.

Solution
Power OFF
Disconnect ALL drives except Disk 3, the OS drive.
Power Up

Power down
Connect the 2TB thing
Power UP

Does it still appear as "2 drives"?

Backup all your critical data first then start with a fresh install of Windows, wiping out all partitions and creating them how you want them.
its a secondary drive im using to store programs/data. Its brand new just added a few programs last night. IWould re-partitioning fix it? would it get rid of the ghost partition?

Ahhh, I thought this was a fresh Windows install thing.
Yeah, as @USAFRet said, a screenshot of disk management would be good.
