Question Why do I keep getting game stuttering on my 60hz monitor ?

I have tried both with and without vsync. I have an RTX 2070S, i7-9700k, 32gb corsair ram and I run on an SSD. I'm not sure if it's simply because I'm running on an old BenQ 60hz Monitor that is my problem and getting a 144hz monitor would solve my stuttering problem?

wha thte cpu/gpu temp and usage during the game?
