I just built my new gaming PC. When I boot my computer it is doing weird stuff like freezing and stuttering. Only solution I found is restarting it. After the restart everything works perfectly. So this means I now have to boot my PC two times for it to function stable. I am wondering is there any other solutions I could try out?

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time?
Did you recycle your older system's OS drive onto the new system?
