Why do I see black bars on the top and bottom of videos/streams on twitch.tv and youtube when i go fullscreen?

Hello everyone!
So basically my brother got a new monitor and I decided to test it out for a while. My own monitor is 1360x768 and my brother's is 1920x1080. I don't remember for sure but I'm pretty sure when I watched videos and streams on my own monitor I never had the black bars. I hooked up my brother's monitor on my computer for a while so I could test it out and see how nice it looks. Then I put my own monitor back and suddenly I have black bars on the top and bottom of videos and streams whenever I go fullscreen. Does anybody have any idea why?

My guess would be that the OS for some reason did not revert back to normal resolution for your monitor.
Assuming your running Windows 7 go through control panel to the following paths.

Control Panel\Appearance and Personalization\Display\Screen Resolution

Make sure that resolution is the same as your monitor and everything seems legit.

I checked that and it's fine. Do you know if it's normal that I'm getting black bars? Or is something definitely off?
