Question why do the same gpus have diff names and does that matter

It's something that AIB's decide to do, in order to set themselves apart from their competition. These include either a different cooling solution or a factory overclock or smaller form factor card.
is there certain ones to avoid or is it not really big deal which one you get because i see a 4060 oc windforce for 400 cdn then another asus 4060 going for 600 both seem same except color thats why i asked because was kinda confused

Not an expert but most likely not worth spending +200$. You pay only for looks at this point. The cooling is a bit different too but windforce is enough for 4060. The OC version isn’t that big of a deal, it means the card is pre-overclocked a bit. But you if you have experience you can overclock it much much more without buying the OC version.

Asus have always commanded a higher price tag when compared to it's competitors. I'd pick any card you see that meets your defined budget. As for the RTX4060...what sort of a budget have you set aside for your purchase?
about 500 but im starting to wonder if i go up a little and get rx 7800 xt because i can get that for 700 and from what im seeing and reading i can play 1440p on that one not the 4060 and it seems to be really good for starfield
 
In most cases, the simplest and least expensive option will run just fine and be true to the GPU manufacturer specifications. Some companies may have easier RMA processes and customer support but may only offer more expensive models.
