Why do xbox360 30 fps feel better than PC 30fps?

Hello Tom's Hardware community. I was just wondering why do pc 30 fps feel worse than console 30fps. On my x360 skyrim runs constantly at 30fps, but on my pc when skyrim reaches 30fps, it doesn't feel that good. Should I stick with a windows x360 joypad or should I buy a better mouse? Right now I have a Microsoft mouse. NOTE: when I was playng on my x360 I had an LG woth 5 ms response time, and now my monitor is a 23" DeLL IPS with 7 ms response time. Is the response time too high? On console 30fps was great, but on PC unless I have 40+ it doesn't feel good. BTW: Should I turn vsync on or leave it off in games?

If you limit it correctly, it doesn't have to feel difference.
There are several reasons:

1. You must limit your fps to 30, if you want the same stability as on the 360. Letting it drop that low on its own won't work, as the fps will fluctuate. Console games have their framerate capped, so on the PC use a universal fps limiter like Dxtory to cap at 30 or 35 fps. (Some games have bugs at 30, go 35 to be safe if you're not sure).

2. Vsync should be set to forced on at the normal refresh rate (usually 60hz), not adaptive and not half refresh. Adaptive and half refresh won't work as intended with an fps cap.

3. It's not your monitor. TVs have response times higher than 10ms, so 7ms is fine.

4. Using a gamepad such as a 360 controller...

I cap all my games at between 28 and 35 fps. Most are at 30. 35 fps is to stop a few bugs in Skyrim and Warframe. 28 fps is only for one of my games, and the reason for me doing that is too long for me to explain right now. It's just as smooth as a console (I still play my PS3 sometimes, so I have that for comparison), but it took quite a bit of trial and error to make about 30 fps work for every game.
 
Solution
30 fps motion looks less smooth the closer you are to the display. Console players 30 fps looks smoother than PC 30 fps because usually console gamers are playing at larger distance from the TV. PC gamers play right next to the monitor.

If you are playing on PC your framerate shouldn't be locked to 30 fps anyway. Don't turn on Vsync unless you are getting 120+ fps in game and see annoying screen tearing.
