Question Why does 1dimm eliminate stutter but having 2dimm causes issues?

Noticed that when BIOS was updated to latest, no EXPO/XMP, and no overclock, my games would stutter so bad it'd look paused for nearly 2 seconds.
Why is that?
 
I'm not familiar with that model. Typically, you tighten until they stop. They are designed for that. Not just snug. Tight.
Okay so surprisingly the mount may have been way too tight. I will provide an image below

I tightened it with a cheap drill, then loosened it a bit more while still tight and everything seems to be working pretty good now. I hope this fixes everything
EDIT: I did fix the thermal paste and added more in the middle to cover the missing area
 
I know CPU always boosts to 95c in certain situations, but usually it’s around 60’s because I play the lowest settings

GPU is always 60’s

Idle cpu is 30’s, GPU is sometimes under 30 and in 30’s

What CPU cooler are you using? Your CPU is getting very hot and is likely throttling.
It's normal for 7000-series cpu getting 95°C when handling massive workloads.
If the lag behaves like "the screen got frozen for about 1 second", it's the cpu's on-die ECC functioning for correcting ram's data error. Reduce FCLK to 2000 and Mem frequency to 5800 and try it again.

Even with the base settings I would still get the stutters, but I appreciate the suggestion.

That's why I was confused because yes 95c was a normal 7000 series action, I am just glad it seems to be gone so far... I hope
 
Okay so I realized I never mentioned that the remounting of my cooler fixed the issue LOL
I swear I said it from the reply with the photo, apologies!

Everything seems to be working fine now. Fortnite was the easiest game to test the stutters and it is completely missing.
