Question Why does a 32bit app run slower on win 10, then win xp

I have a Borland C++ app that was first created in the 80's. Its last rewrite was with Borland CBuilder Ver 6.0. Its run time is 9 minutes on a i7-4790k 8g of mem PC with window xp (N0 OTHER PROGRAMS INSTALLED) On Windows 10 (SAME PC) its run time is 16 minutes. (N0 OTHER PROGRAMS INSTALLED) Since for a total test of the app; it has to run is several thousand times (all the quarter horse races at Los Alamitos in the last 6 years) So, anything I can shave off that 16 minutes translates into hours if not days.

I have gone through all the speed enhancements for win10 and xp
I have installed xp in a virtual machine and knocked 2 minutes off the native win 10 time; still way to high

I will try to install both xp and win 10 on a M.2 ssd and test (not at the same time)
I will install a second SATA controlled that supports xp and test.

Thinking about buying the latest C++ from Embarcadero (What Borland envolved into) 500 - 1500 bucks ouch!! and create a win 10 app.

Any thoughts anybody want to swap a Z270 with a i7-7700k for a Z87 i7-4790k (ASUS)

Anybody want horse racing tip for the next 6 months.
 
Is your app cpu limited, or I/O limited?

If cpu limited, have you overclocked the 4690K?
There is some 20% performance available via overclocking.

If you are I/o bound, a ssd makes a big difference.

I would not expect any meaningful difference in run times between xp and 10
all other things being equal.
No doubt the reason for your post.
