Why does Borderlands 2 run so badly on my pc?

I have a gtx 1060 6gb and amd ryzen 5 1600 so I should be able to get at least 60fps in borderlands 2 right? No I get about 40 fps even at ultra low settings and 480p. My brother has a similar pc he has a gtx 1060 3gb and a comparable Intel cpu yet he gets 144 fps. What could be the reason why it runs so badly and how can I fix it?

Chipset drivers? and video card drivers.. and make sure you have dual channel RAM or in some games you get half or LESS then half the FPS because of only having single channel ram.. NOT sure if that title is effected by having single channel ram but that would be at least a start for you to check into.

Make sure your GPU drivers are up to date, check CPU and GPU usage while playing the game, and make sure you haven't set an FPS target/limit in any monitoring software and/or Nvidia Control Panel.

HPET (windows timer) has a huge effect on borderlands 2 so whatever your system is set to now try changing it top the other.
