Why does every game lag on my computer?

No matter what I play. Whether it be Sims 3, ACIV, or Crysis 3, games lag. Low framerate is killing me.
My specs are
CPU: AMD FX-4300 Vishera 3.8GHz (4.0GHz) Socket AM3+ 95W Quad-Core Desktop Processor
Graphics Card: Radeon HD 6770 GHz Edition 1GB 128-bit GDDR5 PCI Express 3.0 x16 HDCP Ready CrossFireX Support Video Card
RAM: 8GB DDR3 1600MHZ 12800 Memory
1TB SATA Hard Drive 7200 RPM
300 MBPS WIFI Card
700 Watt Apower PSU

I know with AC4, the AMD processor lacks, and crysis 3 is jsut crazy as is. Not sure about sims 3. I hope you're not trying to play these games maxed out or anything...

Just a few days ago I went on the site and downloaded the latest one. I even checked now and it says my driver is up to date.

AC4 maxed itself out when I started it but I turned it down to low/medium settings and it still runs pretty bad. Even when I do set the games on max settings just to see what it does, it'll lag a whole lot, but it won't look much better. Especially compared to people I see with similar specs on YouTube playing it.

On or off, it doesn't make a difference in any of my games. Only game that has the opposite problem is Mass Effect 3, where instead of lagging it runs like 1.5x faster than it should.

My CPU is around 40-50% while my GPU stays at a constant 98% in Crysis 3. This is all while its around 15-25 FPS
