[SOLVED] Why does my AMD CPU idle at base clock(all core) while the usage is low?

Hi 3900x user here. PBO is disabled. I monitor my cpu by using HwMonitor,
and all of the cores hit 3,8 ghz, usage is very low, temps are also low…

I am little bit confused, how does this work exactly?
It looks like it is under full power, but it isn’t actually while the usage and temps are low!
What am I missing? (I am relatively new to amd)

Edit: additional info, ryzen master shows low frequencies… Around 400 mhz or some cores are sleeping.

If a core parks or otherwise stops being used, it stops reporting its clock speed. Some tools do account for this like HWiNFO's "Effective clock" stat.
