Why does my cpu bottlenecks my GPU???

Hello people.. My pc specs are here;

Amd fx 8350
Sapphire R9 290x Tri-x
ddr 3 1600 mhz
MSI 990 FXA GD65

My problem is that I never see my GPU usage at %100 and I get lower FPS than I should.. My gpu usage is fluctuating between 0-100 constantly, it is really really unstable.. But when I downclock my GPU on MSI afterburner, GPU load hits %100.. I tried to overclock my cpu to 4.4 or 4.5 but my pc shuts itself in short time.. BTW I have a gigantic cpu cooler that barely fits in my pc case.. Here's the solutions I've tried so far;

- Changing my GPU with another one by warranty..
- Uninstalling the gpu drivers by DDU and re-install them
- Installing the latest driver & bios to my MOBO
- Installing the latest GPU drivers
- Re-Installing my OS
- Overclocking my cpu; changes a bit but not much.. GPU load is still unstable, fluctuating between 0-100 constantly.

I searched the internet for a while and found out that many people had issued with these 2 (r9 290x and FX 8350) but I also saw people with no problem with them. and many people can hit %100 GPU usage with these 2??.. I do not know what is wrong and I am running out of options.. After changing my GPU with new one by warranty, I started to think that problem is my cpu.. What do you guys suggest? Thanks.

 


I checked it couple of times.. I does not hit %100 either.. most of the games do not use 8 cores anyway...
 


I doubt it.. Because I re-installed the whole system couple of times and the problem was still there + nothing extra was running on the background...
 
Its seems like a GPU problem as you thought but have you seen the HDD usage? sometimes when you have a malware, or the HDD have a "broken" sector you can get this kind of problems. If the HDD usage its normal try changing the GPU because as you said its in warranty
 


Ty for the reply.. I forgot to mention I bought my HDD and SSD just 2 months ago.. They are new too and looks normal.. When I try a lower GPU like GTX 470 or HD 7850, there are no bottlenect or usage problems.. But when I put R9 r90x gpu usage starts fluctuating randomly between 0-100.. Sometimes it hits 0 and just waits there.. I gave the card back to the warranty and they replaced it with a new one.. But same problem still occurs..
 


Yes then its a bottleneck as it seems, do the shop/web where you bought the GPU can change it for another different one? it should work
 


So you think my GPU is bottlenecking? I was thinking about an issue with CPU since it overheats much even if I have a big cooler like this one here : http://www.vortez.net/index.php?ct=articles&action=file&id=22516
 
If you overclocked the CPU too much try downclocking it and you will discover the problem, if its still too hot then it wont be a bottleneck.. its that simple, if you have another Cooler to test it try it if you dont then maybe will be that your cpu its broken
 


actually it runs on default setting without oc.. it is still around 55-60 degrees :/
 


Like I said I know some other people have no issues using these two but it just happened to me...
 


my MOBO bios is up to date V20.3 but I could not find any proper bios for my videocard other than the one I already have in mine.. BTW I checked the bios of my video card's both UBER and SILENT modes.. Both looks same in GPU-Z.. Can this be an issue??
 


well, that's the issue.. There are no difference between Uber and Silent mode in practice.. Same fps, same values, same sound.. even their bios looks same in GPU-Z when it should not
 


will do that in couple of hours.. I just do not understand why it is just me having this issue when others with same specs dont :/

Anyway, I will share the test results in 2-3 hours when I get back home.. Thanks for the help
