Why does my CPU spin so fast on startup and continues to spin fast when the computer has loaded in?

Hi, So yesterday I was running my computer normally and I begun to noticed my CPU was making noise as if it was bumping up against the PSU, I took a look at it and check to see that everything was placed okay and then I adjust the PSU seating and tried to start up the machine again, the moment I started up the machine my CPU fan started (spinning really fast and loud) it would not slow down at all throughout the loading screen and just kept spinning fast.

Can anyone help me or explain what is happening to my PC please and thanks?

Maybe a faulty header is to blame? Have you tried plugging your CPU fan into a different 4-pin header on your board?

You have to use mobo utility program to calibrate the fans for new.windows ,
Eg asus aisuite

@profoundnoah i think my mobo has only 1 4pin connector cause its a stock dell mobo I dont think it has anywhere else to plug it in other then the other fan connector correct me if im wrong

easiest way go to your motherboard product wedpage , download the utility software from support.
Install and play with fan settings

Is there any other type of mobo utility software to use beside my manufacturer (my manufacturer is Dell)?

In the BIOS you can maybe adjust fan speeds if it allows.

@turkey3_scratch yea my BIOS doesn't have it or allow me to for some reason I tried to update to the last one but no luck (I3-4160 3.6ghz) is my computer
