why does my g4560 cause games to stutter???

I watch on youtube, people getting 70+ fps with gta v (very high) and i'm getting 50 fps with 100% cpu usage and 50/60% usage on medium settings. Not just GTA V, Hitman, The Division, ROTTR, etc.

My system specs :
case : NZXT S340 Elite
mo : gigabyte B250M Gaming 3
cpu : Intel Pentium G4560
gpu : Gigabyte 1050Ti
storage : WD Blue 1TB
PSU : Corsair VS450W
RAM : Hyperx Fury 1x8GB 2133Mhz

is the G4560 really what's causing the stutter?? If yes, i was planning on buying an i5 7500

Just putting together the bare minimum of parts to play a game on a computer does not make for a good experience. I would start by utilizing dual channel memory, not single channel, then go from there.
