Question why does my GPU usage look like this?

I recently bought a new Ryzen 5 3600 and a 5700 xt and i was wondering why in some games e.g. rust, the division 2 my GPU usage would peak then dip very low in a pattern and in the division in a hard to run scene my GPU usage would not even go into the eighties while not reaching even 75 fps and in rust my GPU usage looks like a heartbeat. However in games such as rainbow six siege and fortnite if I turn vsync off my usage will stay in the eighties and nineties, I would really appreciate some help because I have never dealt with something like this before.

What were the specs before your upgrade? That's what I'm lead to believe when you mentioned you bought a processor and GPU recently. Latest BIOS update for your motherboard?
